President Rob welcomed our guest speaker, John Laycock, and guest Michelle Barry.
Toast
Eleanor Chevor proposed a toast to the Rotary Club of Summerland Sunrise located in Lismore. In November 1998 the Club was awarded a Health, Hunger and Humanity grant. The grant amount of $US152,050 was used to purchase laser equipment and to pay for educational programmes for preventable eye disease. Since then, they have raised more than $100,000 through the annual Bridal and Event Fair. The club’s membership consists of 7 men and 6 women, and the current President is Chris Mortimer. The club is very active in flood relief through hands-on vouchers as well as issuing RAWCS vouchers.
Announcements
David Perabo advised $470 was raised at Sunday’s bookstall from the sale of books and donations.
Eleanor Chevor advised the Rotary Food Drive is on this Saturday and spoke about how badly affected Lismore still is from the recent floods and the difficulty of finding accommodation and spoke of the volunteers helping, in particular Josephine Saunders, Past President the Summerland Sunrise.
Luke Keighery advised Chris Switzer is still leading the Footy Tipping Comp with 135 points, Rob Coote is on 127 points, John Garrett on 100 points and Luke at 127 points.
Guest Speaker - John Laycock - Mental Health Review Tribunal
John Garrett introduced the guest speaker, John Laycock, retired NSW Assistant Police Commissioner. John has been involved in unsolved homicide investigations. He has spent 20 years involved with the Homicide Victims Support Group, is a Barrister and criminal lawyer.
John spoke about his position on the Board of NSW Mental Health Review Tribunal (MHRT) on which he has served for the last 6 years. The MHRT looks after people with severe mental illness including persons suffering with delusions, irrational behaviour and other mental health issues. Some 147 people sit on the Tribunal part time. They are made up of Solicitors, Judges, psychologist, psychiatrists, GPs and other similarly qualified persons. Appointment is for 4 years and there is a hearing every day with a panel of three persons in rotation. Every person under the umbrella of the MHRT must be reviewed every 6 months.
The Tribunal conducts hearings in hospitals, jails, community health centres.
There were 15,163 appearances in 2021. People can be admitted by GPs and must be certified by a psychiatrist to be detained. Persons detained for up to 3 months will come before the Tribunal before release, often with a Community Treatment Order.
The jurisdiction covered by the Tribunal is to determine:
The release or disposition of persons accused of crimes and found not guilty by reason of mental illness;
Whether a person is fit for further trial;
Reviewing the cases of detained patients as to whether they should continue to be detained.
Determining application for treatments and surgery on detained patients.
Making orders for financial management where people are unable to make competent decisions for themselves.

This is a true story that happened one day when I was doing my volunteer work at the Family History Society in Kent Street.
Heather, the Society’s CEO, walked into our work room laughing. She said she had just taken a phone call from a woman who started to tell her about some gynaecological issues her daughter was experiencing. After a minute or so Heather interrupted her and said “I think you want to speak to someone at the Australian Society of Gynaecologists. You have, in fact, called the Australian Society of Genealogists!”

Many would have seen the North Shore skyline light up with the Northbridge Rotary Club’s annual community fireworks on the evening of 7 May. And what a spectacular afternoon and evening of fun, food and entertainment it was.
Well done to all those involved.
The event, attended by some 4,000 people, raised close to $50,000 which the Northbridge Rotary Club will use to support a range of worthy charities and causes.
Our special thanks to Willoughby City Council and to Northbridge Plaza for what is now our 30th year of joint partnership with them for this event. Northbridge Rotary Club President, John Gidney, is photographed presenting a plaque to the Plaza management commemorating this achievement.
Thanks to Northbridge Plaza management, the Northbridge Rotary Club bookstall continues at Northbridge Plaza on the third Sunday of every month from 9am to 5pm.

The Club is selling a range of adult fiction at $4 each plus childrens’ books at $2 each; all in mint condition and sales continue grow each month.
Books can be purchased with cash or via credit card. As always, all of the money raised from these sales goes to a range of worthy causes.
